ZIF32/1 = 0
PLCC32-1=12

Can you send me picture of your programmer or give a link ?
Is here voltage change on PLCC32/1 when remove jumper in right side from bottom PLCC (below 2 jumpers group ) ?
Reconnect programmer and check no soldering shorts on lines from PLCC32/1.

i tested with J11 while the jumper is off with the same result 12. i will check for short tomorrow... hope i would figure it out how:)

I checked the backside of the board without finding any soldering shorts.

How do u mean i do shall i check the zif pins to ground and the plcc or shall i do it against each other?

measure resistance (cofirm shor) between ZIF and PLCC pins 1-1, 2-2,...

Measured positive values between 0.4-0.6 in all pins except pin 1:1 and 32:32. here i get a different very higher values that blinks for a second and then disappear again. so i think the connection 1:1 and 32:32 ar faulty. btw i did this wile device off power, shall i do on power?
