TSOP-56 Adapter wiring question

Hello,
I´am in need to program a Intel Strata 28f640J3 TSOP-56.
I have a TSOP48(8/16BIT) Base Adapter and a Willem PCB 4.5.
I´ve wired a TSOP-Multiadaper to the Base Adapter but only get the manufacture ID which is Intel.
The baseadapterconnection is labeled on the board.
I´ve pinged out the addresslines and saw that each addressline is shifted.
For example: Hw-Test-A16, Boardlabel is A15, Hw-Test-A17, Boardlabel is A16
So, I´ve wired it accordingly to the datasheet. Chip A16 goes to A15 on baseboard , Chip A17 goes to A16 on baseboard.
Vpen is wired wired with a jumper to WP on baseboard which is 3.6V. VCC1,VCC2,VCCQ are on VCC, WE goes to WE on board, Reset goes to Reset A0 goes to D15 and Byte are GND.
CE0, CE1, CE2, D8-D14 aren´t connected.
VPP on baseboard is 12,75V and is NC.
Is my wiring correct, or do I have to connect the pins of the chips accordingly to the labels on the baseboard?
I´ve read in the datasheet the CE pins are internally grounded, so I guess theire is no need to connect them.
Please, can someon help me?
