I have Willem 3B pcb and when I test ZIF 32 socket (TEST H/W), everythings O.K., but on pin OE is only 0.07 V. Is this correct or not?

No. Get schematic and go back and measure/check logic level changes at DB25/14(AUTO), 4503/14,13; invertor in/out. Check dipswitch pos6.
