Problem willem pcb50b think low voltage

Hello Ezo have such a problem from willem pcb50b that when I put in a chip sst39SF020A PLCC32 socket set up program 0.97ja pin switched to old software and set 39SF/49F020 VPP = 12.75V VCC = 5V simply set up as it should be, I switch on tests H / W CE-22 measurement in A0 0.59V voltage on / off further, moreover, A1 still has .Vcc 1.26 V pp = 8.82 V seems to me very malo.ak dam ine PLCC32 chip measure the same set hodnoty.Then 39SF / 49F020 If switch ID chip manufacture device code 0x00 0x00.Im desperate think of something zhorelo.Thanks for any help.Sory for my english.

Check your programmer in Test H/W . Mark signal one by one on/off and measure voltage on ZIF32.
Do you have low voltage with target chip or on alone programmer ?

Ok I test H/W chip SST39SF020A in 39SF/49F020 Willem Eprom PCB50a(0.98D11).
And this is the results.
CE22->A0,A1,A2,A3,A4,A5,A6,A7,A8,A10,A11,A12,A13,A14,A15,A16,A17 on=0.58V off=3.76V
CE22->A9 on=0.88V off=3.76V
CE22+OE24->DQ0 on=1.10V off=3.76V,CE22+OE24->DQ0 on=1.68V ce22=off=3.75V,oe=4.35V,
OE24->DQ0 on=1.69V off=4.35V
OE24->DQ1 on=0V off=4.35V
OE24->DQ2 on=1.68V off=4.35V
OE24->DQ3 on=1.68V off=4.35V
OE24->DQ4 on=1.68V off=4.35V
OE24->DQ5 on=1.68V off=4.35V
OE24->DQ6 on=1.68V off=4.35V
OE24->DQ7 on=1.68V off=4.35V
CE22->Vpp1 on=8.81V off=12.50V
CE22->VDD32 on=1.26V off=4.99V
So I do not know where the problem is still chip manufacture ID: 0x2F
Device code: 0x26. I will try to program chip Error at 0x000005 Chip = 0x25 buffer = 0x35.I know the program can not chip if I do not ID.ID chip must me SST39SF020A 0001H B6H.Thank you for understanding and help.Thanks RSistem

Check your programmer without target chip !
Mark in Test H/W frame signals one by one on/off (not all at the same time) and measure voltage.
Your results with high logic 0 level (0.58, 1.68V) are not normal. Can't explain.
