Willem 4.1 board with FW mem SST49LF004A, can't read

Hello, i have a problem with this issue:
until now i never used the HUB/FW socket in the Willem 4.1 board, but now i try to read a SST49LF004A on it, but no success. The IC1 (LM317 which is nearer the parallel connector) got very heat while trying to read it, and the SST49LF004A also got a bit heat, but much less than IC1.

Also, The software is not able to get the chip ID, which i don't know it this is normal for HUB/FW chips.

I tried to read with and without relay.

Any idea, please?

Which PLCC socket selected ?
Check chip pins from bottom side, sometime corner pins are shifted.

I selected bottom PLCC socket, of course,
i checked corner pins visually but not with a tester, i hope tomorrow will test it and will see what happen!

I am confused in LM317 overload. Wrong settings or chip really damaged.
