ezoflash 4v4 problems. 5 volts always on D6-20

My ezoflash is with some short track or without contact , the D6-20 - BU3-8 , always 5 volts, already tested for short between tracks but apparently there is no short , can anyone help following a right direction .

D6 - always 5V .
Test H/W D6-20 on/off
Check D6 voltage changes 4503 IC5/6, IC5/7, 4014 IC6/15
Check no line cut between D6 related pins. Inspect, measure with ohmmeter.
