erasing 27c000 on willem pcb 4.5 6.1

Hello
i have the silvotronic PCB 4 V 6.1 programmer
i have been writing and reading all sorts of c27xxx eproms withough problems but now i found somthing odd

i have 3 c271000a eproms which i have read (some kind of fruitmachine rom)
after being in the eprom eraser for 15 minutes the blank device checker says the device is not empty!
on all three eproms it gives the same error
Device not empty ($010000)

when i read that same chip its empty until adress 010000 and then has repeating different paterns for the rest of the space on the eprom

can anyone here shed some light on this??

i am using software 098.d5 on a win95 box
