Error when programming m27c801

I have a willem 5.0e programmer with 0.98D8 software, and I tried burning my m27c801 with a file, and I get

Error at 0x000000 Chip=0x00 buffer=0x03

I have the dip switch set like the picture, same with the jumpers. I even did the A19 - P1 jumper. Since that didn't work, I set the willem to pcb 3.0B mode and tried older software ( 0.97ja) but I still get the same error message.

Blank check ? Chip empty ? Apply UV erase for windowed chip.

It should be blank. When I do the blank check, it says it is.

Do you mean to use the jumper to connect A19 and P1? I did that already.

Edit: my bad. I guess the chip wasn't blank after all
